2019年3月22日在俄罗斯符拉迪沃斯托克召开了第2次NOWPAP地区富营养化评估CEARAC专家会议。 由于 “沿海富营养化指数 “已成为可持续发展目标（SDG）14.1的子指标之一，与会者认识到在NOWPAP地区继续开展富营养化评估的重要性。 中国-西北太平洋区域遥感中心一直在处理西北太平洋区域的遥感叶绿素 a 浓度（卫星 Chl-a）数据，并定期在海洋环境观测系统网站上提供此类数据。 利用这些区域调整时间序列数据的水平和趋势，CEARAC 开发了 NOWPAP 富营养化评估工具 (NEAT)，以确定 NOWPAP 区域潜在的富营养化区。 会上介绍了 NOWPAP 富营养化评估工具，与会者认可了该工具的有效性，并鼓励中欧和东 南亚区域气候资源中心利用新的海洋颜色卫星传感器数据，通过对传感器进行相互校准和 与现场叶绿素-a 浓度数据进行交叉验证，进一步开发该工具。 联合国环境规划署网站的一篇网络文章也成功地介绍了近地天体测量系统。
